WGV seeks to be exemplary in its leadership and governance. Regular board meetings together with frequent meetings of the key committees ensure the ongoing progress and management of WGV.

Chairs from both the board and the committees undertake regular governance training to make certain our organisation achieves and abides by legal, fiscal and ethical responsibilities.

Amalgamation

WGV is committed to amalgamation with the Victorian Golf Association (VGA). Amalgamation will help bridge gender barriers within the sport and make golf more inclusive. Although not primarily sought for commercial advantage, WGV will embrace the anticipated opportunities and growth from the merger of our two organisations that already share a close and productive working relationship.

The WGV and VGA Amalgamation Steering Committees are meeting regularly to discuss amalgamation. As updates become available they will be posted here.


WGV and VGA Amalgamation Steering Committee
Joint Statement: 15 December 2009

The Amalgamation Steering Committee (ASC) met on Tuesday 15th December 2009. At this meeting the ASC finalised a model to take to the WGV Board and VGA Council for consultation.

·        The Board

·        An Advisory Council

·        The Electorate Model  (AGM)

·        Alignment and amalgamation of districts.

·        Affiliation fees will be reviewed following amalgamation.

Current differences in fee structures will need to be aligned.

·        The Model is to be presented to WGV Board and VGA Council on 8th February at separate meetings, to be followed by a joint meeting of the Board /Council.

·        Proposed consultation with members in first half of 2010.

 

The Governance Model:

The Board

·        A Golf Vic Board of 9 members

·        Comprising a minimum of 3 females, 3 males, 2 country and 2 metropolitan members 

·        The President and Finance Director will be elected by the membership annually

·        The balance of the Board to be elected by the membership for 3 year terms with a retirement by rotation requirement

·        The Board will be supported by sub-committees that it will appoint and by an Advisory Council where the composition is drawn from the membership (elected) and the golf industry.

 

An Advisory Council

·        The formation of an advisory council to be called the Golf Victoria Advisory Council (GVAC) that would advise the Board of Golf Vic.

o       GVAC would comprise up to 30 members

o       22 elected members, with a minimum of:

§        3 male country members

§        3 female country members

§        3 male metro members

§        3 female metro members

·        Up to 8 golf-industry ?appointed? members (appointed by invitation from the Board of Golf Vic), and who may be made up of, for example, course superintendents, club managers (GMA), manufacturers of equipment, golf writers, local government representatives, retailers, the PGA, golf course owners / developers, veteran?s associations, leagues etc.

·        If elected to GVAC there is an expectation that members would be on one or more sub-committees.

WGV and VGA Amalgamation Steering Committee

Joint Statement (Inoculation): 29 September 2009

The Amalgamation Steering Committee met on Tuesday 29 September and has met five times since July 21, 2009.

· Significant progress has been made.

· The Committee has agreed to recommend the following model for consultation with members:

- A Board of 9 comprising a minimum of 3 females, 3 males, 2 country and 2 metropolitan members

- The President and Finance Director will be elected by the membership annually

- The balance of the Board to be elected by the membership for 3 year terms with a retirement by rotation requirement

- The Board will be supported by sub-committees that it will appoint and an Industry and Membership Advisory Group (iMAG) where the composition is drawn from the membership (elected) and the golf industry.

· The Amalgamation Steering Committee is currently working on the composition of the electorate.


WGV & VGA Amalgamation Steering Committee

Joint Statement (Inoculation): 22 October 2009

The Amalgamation Steering Committee (ASC) met on Thursday 22 October and has met six times since July 21, 2009. At this meeting the ASC:

· Agreed to recommend the formation of an advisory/operations council to be called the Golf Victoria Advisory Council (GVAC) that would advise the Board of Golf Vic.

- GVAC would comprise up to 30 members

- 22 elected members, with a minimum of

- 3 male country members

- 3 female country members

- 3 male metro members

- 3 female metro members

- Up to 8 golf-industry ?appointed? members (appointed by invitation from the Board of Golf Vic), who may be made up of, for example, course supervisors, club managers (GMA), manufacturers of equipment, golf writers, local government representatives, retailers, the PGA, golf course owners / developers, veteran?s associations, leagues etc.

- If elected to GVAC there is an expectation that members would be on one or more sub-committees.

·-Examined the Golf Vic electorate and proposed two detailed models concerning delegates and voting arrangements for initial consideration by the VGA Council and the WGV Board.

- Are recommending a model that assumes country district and league amalgamations. The ASC will provide  guidance and help to districts who request it.

- Began to examine a suitable affiliation fee model.


Amalgamation Statement for 2009 WGV Annual Report

The Amalgamation Steering Committee (ASC) for Golf Victoria is made up of equal members from the VGA Council and WGV Board, plus both CEO?s. The ASC has been meeting regularly with the appointed consultants John Crofts and Peter Dorrell, since their appointment in June 2009.

The ASC has worked through the history of the amalgamation process to develop an understanding of issues that have impeded progress in the past.

The ASC has confirmed its commitment to amalgamation with the future predominant in its thinking.

The ASC has reviewed possible governance structures, including boards, councils, committees and advisory groups.

Having completed six all-day meetings between July and October, extensive discussion, debate and consultation has occurred and considerable progress has been made.

The ASC has addressed a number of key areas and is confident that recommendations for consideration and consultation will be ready for sharing with members early in 2010.

The ASC has agreed to recommend the following model to members:

  • A strategic Board of nine comprising a minimum of 3 females, 3 males, 2 country and 2 metropolitan members
  • The President and Finance Director to be elected annually by the membership
  • The balance of the Board to be elected by the membership for 3 year terms with a retirement by rotation requirement
  • The Board will be supported by sub-committees that it will appoint
  • The ASC will recommend the formation of an advisory council to be called the Golf Victoria Advisory Council (GVAC) that will advise the Golf Victoria board
    • GVAC will comprise of up to 30 members
    • 22 elected members with a minimum of:                Ø 3 male country members
                      Ø 3 female country members
                      Ø 3 male metro members
                      Ø 3 female metro members
  • Up to 8 golf industry members appointed by invitation who may be drawn from, for example; PGA, club managers (GMV), course superintendents, equipment manufacturers, golf writers, state government representatives, veteran?s associations, leagues, golf course owners/developers etc.
  • If elected to GVAC there is an expectation that members would serve on one or more sub-committees
  • The ASC has examined the Golf Victoria electorate and proposed two detailed models concerning delegates and voting arrangements, for initial consideration by the VGA council and WGV board
  • The ASC is recommending a model that assumes country districts and league amalgamations. The ASC will provide guidance and assistance to districts on request.
  • The ASC has begun to examine a suitable affiliation fee model

The ASC has agreed to joint statements to communicate progress from the ASC. The statements will be released at regular intervals and will outline what was discussed at meetings, recommendations to be made and action to be taken.
